The principle of the game Mahjong, is that you remove tiles in pairs. The tiles are stacked as a symbol. Sometimes they form a turtle, a tower or dragon.
You can only remove tiles that are available (and therefore not trapped by other tiles on top of them). However, If you remove tiles without thinking enough, you can quickly become stuck in a game and have to start over.
